Access to Justice (Making Human rights a reality In Kisumu county)

The Programme for Legal Empowerment and Aid Delivery in Kenya (PLEAD) is a European Union funded project through UNDP-Amkeni-Wakenya. This is a three-year project renewable every year implemented in Kisumu county in the three urban sub-counties of Kisumu west, Kisumu East and Kisumu Central. It’s targeting women, Youths, PWDs, Children and the marginalized with focus on access to justice and realization of Human rights with key challenges of access to justice on Land and succession, Labour, SGBV, and Family.
The projects objective:
I. Enhanced citizen awareness and engagement on access to/administration of justice
II. Enhanced Access to legal Aid for the marginalized and vulnerable communities III. Improved efficacy of community justice systems and alternative dispute resolution mechanism that comply with established Human rights standards.

Promoting Fiscal accountability Through Gender responsive budgeting. (Engendering budget)
Devolution in Kenya provides citizens with an opportunity of enjoying public services closer to their homes by creation of County governments as an independent and complementary level of government to the National Government. The Constitution provides for gender equality in the Bill of rights as well as equitable sharing of government resources. Gender responsive budgeting is an application of gender mainstreaming in the budgetary process. It subsumes a gender-based assessment of budgets, incorporation of a gender perspective at all levels of the budgetary process and restructuring revenues and expenditures to promote gender equality. This is a one-year project implemented in Migori county and Bungoma county. The project targets women, youths, the marginalized communities of Mount Elgon in Bungoma county and Kuria of Migori county respectively, county executives and the county assembly.
Project objective:

I. Promoting transparency, accountability, predictability and participation in budget making at the devolve government
II. Increasing accountability and accelerating the implementation of commitments to gender equality and human rights
III. increases the effectiveness of both policies and programs by assessing whether the stated objectives are achieved; IV. Increasing citizens knowledge and awareness on devolved governance
