Position Title: Monitoring, Learning, and Evaluation Officer
Location: Kisumu with travel within the western Region
Duration: Contract – 2 Years
Reporting to: Project Manager
1. Background: CSO Network is a women-led organization with offices in Kisumu and Migori with 15 years experience working in Western Kenya in Busia, Bungoma, Vihiga, Kisumu, Migori, Siaya, Nyamira and Homabay gaining valuable knowledge of the CBO and grassroots landscape and their needs in the target counties, which has helped us to define the scope of this project in a way that is complementary to Rights Agenda objectives.
We carry out advocacy and lobbying campaigns, policy and strengthening legal framework, with a focus on women girls, Persons with Disability, marginalized and discriminated groups to strengthen, empower, sensitize and mobilize them to participate, defend and protect their social, economic and political rights. We carry out SGBV advocacy and lobbying activities, for both formal and informal structures on strengthen GBV management, structures and systems for access to justice, working with WHRDs to strengthen their capacity in addressing GBV at local level as well as enhancing the realization of the social and economic rights of women. At the community level, we sensitize and mobilize community participation, building capacities and skills of grassroots organizations and targeted communities on governance.
The CSO Network, InformAction (IFA) and KIOS have received a 3-year funding from the European Union (EU) to implement a project titled “Haki Ni Yetu – Strengthening the capacity of county-based and grassroots civil society groups for enhanced governance, accountability and protection of human rights of the people of Kenya.” Specifically, the project seeks to:
- Promote democracy and the Rule of Law, specifically good governance, promoting the rule of law and State accountability, fight against corruption and increasing access to justice.
- Enhance gender Equality and Non-Discrimination, specifically women’s rights, prevention of gender-based violence (GBV), and enhancing LGBTQA+ rights.
- Strengthen the business and Human Rights, specifically environmental and climate justice, corporate accountability.
- Western Kenya Cluster: Kakamega, Bungoma, Busia, Migori, Kisumu, Homa Bay, Siaya, Kisii, Nyamira, Kericho.
- ASAL Cluster: Narok, Laikipia, Turkana and Isiolo.
- Central Kenya Cluster: Nairobi, Kirinyaga, Embu.
- Coastal Cluster: Kwale, Kilifi, Taita-Taveta.
The CSO Network is seeking to recruit a Monitoring Learning and Evaluation Officer to support the project implementation.
2. Objectives: The Monitoring, Learning, and Evaluation Officer will;
- Design, implement, and maintain effective monitoring, evaluation, and learning systems for the project to track progress, measure impact, and ensure accountability.
- Provide technical support and guidance to project staff and partners on Monitoring Learning and Evaluation related matters.
- Collect, analyze and report on project data to assess performance against targets and objectives, identify lessons learned, and inform decision-making, improve program effectiveness, and enhance learning within the organization.
- Contribute to the development of Monitoring Learning and Evaluation frameworks, tools, and methodologies to enhance the quality and rigor of monitoring and evaluation processes.
- Provide technical support and guidance to project staff and partners on M&E-related matters.
- Strengthen the capacity of project staff and partners in M&E concepts, tools, and methodologies.
3. Key Responsibilities:
Monitoring:
- Develop and implement a comprehensive monitoring plan for the project, including the identification of key performance indicators (KPIs) and data collection tools.
- Regularly collect, analyze, and report on project data to track progress against targets and objectives.
- Identify any gaps or challenges in data collection and reporting and develop strategies to address them.
Evaluation:
- Design and conduct evaluations of project activities and interventions using appropriate methodologies and techniques.
- Coordinate with external evaluators, consultants, or partners as necessary to conduct specialized evaluations.
- Ensure that evaluations are conducted in a timely and cost-effective manner, with results effectively communicated to relevant stakeholders.
- Utilize evaluation findings to identify lessons learned, best practices, and areas for improvement.
Data Management:
- Establish and maintain a system for collecting, managing, and analyzing project data in accordance with best practices and ethical standards.
- Ensure the quality, accuracy, and integrity of project data through regular data verification and validation processes.
- Develop and maintain databases, data collection tools, and reporting templates to support M&E activities.
Learning:
- Facilitate regular learning events and knowledge-sharing sessions with project staff and partners to promote a culture of learning and reflection.
- Document and disseminate best practices, case studies, and success stories to internal and external audiences.
- Support the development of learning products such as reports, briefs, and presentations.
Reporting:
- Prepare regular progress reports, quarterly and annual reports, and other ad hoc reports as required by donors, partners, or management.
- Present M&E findings and recommendations to project stakeholders through written reports, presentations, and meetings.
Capacity Building:
- Provide training and technical assistance to project staff and partners on Monitoring Learning and Evaluation related concepts, methods, and tools.
- Mentor and coach project staff and beneficiaries to build their capacity in Monitoring Learning and Evaluation for continuous improvement.
4. Qualifications and Experience:
- Bachelor’s or Master’s degree in a relevant field such as international development, social sciences or monitoring and evaluation.
- Minimum of 5 years of experience in monitoring, evaluation, and learning, preferably in the context of governance and human rights
- Strong knowledge of monitoring and evaluation methodologies, including both quantitative and qualitative data collection, analysis techniques and best practices.
- Experience in designing and implementing Monitoring Learning and Evaluation systems for development projects or programs.
- Excellent analytical and problem-solving skills, with the ability to synthesize and interpret data to inform decision-making.
- Strong written and verbal communication skills, with the ability to work effectively in multicultural environments and present complex information to diverse audiences.
- Proficiency in relevant software applications such as Microsoft Excel, SPSS,
- Experience working with NGOs, donors, or government agencies is an asset.
